What surface finish should I specify for a hygienic conveyor frame?

We are building a stainless conveyor frame for a dairy plant. The fabricator offers 2B or No.4. Does the finish matter for cleaning and inspection, or is it purely cosmetic?

It matters for cleanability. No.4 (or a finer Ra) with polished welds is easier to swab and shows residue less than 2B, and inspectors expect a specified Ra. State Ra and the weld finish in the drawing, not just 'No.4'.
